Yes. In many ways, this is preferable to removing old insulation as it eliminates the dust and dirt that is stirred when removing insulation; it also increases the R-rating of the insulation as you still have the value of the old insulation. Having said that, some people want us to remove old insulation before installing new insulation, and we can certainly do this.
